In this version, there’s a lot of changes for Guile, Blanka, Zangief, Rufus and El Fuerte. This is the first part in the run-up to final release.

Due to an oversight Beta 22 didn’t include the readme or remixlauncher.exe. The new .zip file for B22 should now have these files included.
